Max Brogan (Harrison Ford), werkzaam bij de Immigratiepolitie in L..A., hanteert met gemengde gevoelens de regelgeving tegenover de duizenden immigranten die hem passeren. Via zijn ogen, maar ook door die van zijn collega Hamid Baraheri, immigratieconsultant Denise (Ashley Judd), en haar man Cole (Ray Liotta) die voor de beoordelingscommissie werkt, is te zien hoe talloze mensen van verschillende nationaliteiten trachten de grens van L.A. over te steken, in de hoop daar een beter leven te vinden.
